Before Christmas, I planned to visit Pangasinan as I heard that it is possible to travel there for Region 3 residents. So I did some research and contacted three resorts in Bolinao. I even saw a comment on one post that they were already there with kids below 15. I am encouraged to look further.

Their requirements are Health Certificate from the Municipal Health Office and a Permit to Travel that is issued by the Philippine National Police. I looked everywhere as to how to acquire the health certificate but there ain't enough information. Then the news breaks the silence and I got the whole idea. I also went back to a reliable source which is the Department of Tourism website. 


According to the Department of Tourism, as of October 1, all of the tourist spots listed here are open for local residents. Some can accommodate Region 1 and Baguio residents. For the next list of tourist spots, here are the requirements to travel:


Allowed Tourist: Open to tourists from Region 1 and Baguio City (as of October 1)


For those who will be coming from other areas, here are the restrictions and requirements in exact words:


1. Luzon Residents (Opening on January 2021)
-All ages without underlying health condition (age between 15-65 only without underlying health condition)
-With confirmed bookings to a DOT-accredited Travel and Tour Agency
2. Existing Online Registration: None. Manual registration only_; to use R1 Visita System by November
3. Pre-Entry COVID-19 Test Requirement: -RT-PCR test issued not more than 48 hours prior to arrival if staying for 3 days or; _-RT-PCR test issued not more than 72 hours prior to arrival if staying for 1 to 2 days._
4. Documentary Requirements: -Confirmed accommodation booking and tour itinerary issued by a DOT-accredited Travel and Tour Operator_; Travel Authority from PNP_; -Medical Certificate (from City/Municipal Health Office)_; -Valid ID (as proof of identity, residency, and age)
5. After Tour:_ Re-Entry Back to hometown Requirements_: -Report to BHERT_ Mandated Home Quarantine for 14 days._ -Antigen Test
6. Existing Triage Facility: None )


There is just a grey area there. When they say all ages, I will assume that it is from 0 to 65 and more, right? 


On item 2, it says manual registration but R1 Visita System is an online registration platform.


There is definitely a conflict between 3 and 4. A pre-entry and a Medical Certificate from City/ Municipal Health Office.


Wait, there is more. After staying a night or two a 14 days home quarantine if mandated, not to mention an antigen test.

There will always be a reason to travel or not. You can wait or dive into the very restrictive way of escape today. At the end of the day, you are responsible for your actions. Own it. Whatever happens, you lived a life of safety or risk.
